The STAR act responds to the cruel and reckless federal immigration enforcement that has terrorized families, devastated schools and small businesses, and trampled our constitutional rights.  The STAR Act, introduced to the Minnesota Legislature (Senate File 4175 and House File 3924),  is a multi-pronged bill designed to bring Safety, Trust, Accountability, & Respect to Minnesota. 

Safety: Protects schools, healthcare providers, and courts from intrusion by immigration enforcement agents without a signed judicial warrant and clear identification.

Trust: Protects Minnesotans’ data and privacy from dangerous and unnecessary intrusion by immigration enforcement personnel.

Accountability: The STAR Act holds federal agents accountable by creating a state civil cause of action against individuals who knowingly violate our constitutional rights while conducting civil immigration enforcement.

Respect: The STAR Act restores federal respect for due process and state and local law enforcement by disentangling state and local agencies from federal civil immigration enforcement.

Our communities are safer when ALL Minnesotans, regardless of their immigration status, feel safe to contact or seek help from local law enforcement.
